  • Central list mandatory: Must satisfy Central Government OBC-NCL requirements, not just state criteria.

State counselling authorities run on entirely different administrative rules than the MCC. Every state enforces its own reservation policy and category list, and a Central-format certificate can be rejected outright if the state brochure demands its own layout.

  • Domicile / nativity certificate not required.

State Quota (85%)
